| 1 | India Climbs Eight Places In International IP Index: Report | India has climbed eight places to rank 36th in the latest annual International Intellectual Property (IP) Index released by the US Chambers of Commerce which said the improvement is a "real accomplishment" but substantial challenges persist, particularly regarding the country's patenting and IP enforcement environments. In 2018 International Intellectual Property Index, India was ranked 44 out of 50 countries. The increase in India's ranking is a result of specific reforms that better align India's IP environment with the international IP system, including its accession to the WIPO Internet Treaties, the agreement to initiate a Patent Prosecution Highway (PPH) with Japan, a dedicated set of IP incentives for small business, and administrative reforms to address the patent backlog, said the report. In the first edition of the report in 2014, which is prepared by Global Innovation Policy Center (GIPC) of the US Chambers of Commerce, India had ranked last in the ranking of 25 countries. In 2017, India ranked 43 out of 45 countries. In the last two years, US Chambers of Commerce has increased its comparative study to 50 economies, contributing over 90 per cent of the global Gross Domestic Product. |

| 3 | Kartarpur: Pakistan team to visit on March 13 | In the first set of bilateral meetings on activating the Kartarpur corridor, a Pakistani delegation will visit India on March 13 to discuss the modalities for the cross-border pilgrimage. Pakistan has also proposed a reciprocal visit by an Indian delegation 15 days later to “finalise the draft agreement”. The meetings will be held to facilitate the travel of Sikh pilgrims to Darbar Sahib Kartarpur Gurudwara in Narowal, nearly 4 km from the Gurdaspur border. “In a spirit of constructive engagement #Pakistan has proposed to India that the Pakistan delegation may visit #India on 13 March followed by the return visit of the Indian delegation to Pakistan on 28 March to finalise the draft agreement for the #kartarpur corridor,” Pakistan Foreign Ministry spokesperson Mohammad Faisal posted on Twitter. Ministry of External Affairs official spokesperson Raveesh Kumar posted on Twitter: “We welcome the visit of #Pakistan team to discuss and finalise modalities for facilitating visit of pilgrims through #Kartarpur Sahib Corridor on 13 March 2019 to India. Follow up meeting can be held in Pakistan, as required.” India has also asked Pakistan to hold “technical level discussions between engineers on both sides without waiting for discussion on the modalities”. |

| 7 | Union Cabinet approves amendment to Cinematograph Act to tackle film piracy | The Union Cabinet approved the proposal of the Ministry of Information and Broadcasting to introduce the Cinematograph Amendment Bill, 2019 and amend the Cinematograph Act, 1952. The Bill aims to tackle film piracy by instituting penal provisions for unauthorized camcording and duplication of films by making it a legal offence and punishing the offender with a three-year jail term and a fine of Rs. 10 lakh. The Cinematograph Act, 1952 deals with provisions for the certification of cinematograph films for exhibition and for regulating exhibitions by means of cinematographs. The Bill requires the insertion of a new Section 6AA in the Cinematograph Act to ensure the prohibition of unauthorized recording. “Notwithstanding any law for the time being in force, no person shall without the written authorization of the author be permitted to use any audio visual recording device to knowingly make or transmit or attempt to make or transmit or abet the making or transmission of a copy of a film or a part thereof," the section says. Another section requires the introduction of penal provisions for violating provisions of section 6AA. “If any person contravenes the provisions of section 6AA, he shall be punishable with an imprisonment for a term which may extend to 3 years or with fine which may extend to 10 lakh rupees or with both," it says. |
