The Centre and Jammu and Kashmir government referred to upcoming local body polls in state and seek adjournment of hearing on petitions against Article 35 A. Article 35A, added to the Indian Constitution by a Presidential Order in 1954, also empowers the state's legislature to frame laws without attracting a challenge on grounds of violating the Right to Equality of people from other states or any other right under the Constitution. |

3 | Supreme Court stays SSC 2017 results, calls system and exam tainted | The Supreme Court on Friday stayed declaration of the results of the Staff Selection Commission’s (SSC) combined graduate level examination, 2017 and combined senior secondary level exams 2017, calling its entire system tainted. Delivering its verdict, the court said that it can’t permit people benefitting from SSC examination scam to get into service, reported PTI. Prima facie, the entire SSC system and examination are tainted, the court added. Several irregularities were reported in the SSC’s combined graduate level exam, held in February, followed by allegations that the paper had been leaked, leading to a massive protests by aspirants who also alleged mass cheating. The Centre had in March ordered a Central Bureau of Investigation (CBI) probe in the incident as the Supreme Court had agreed to hear the matter.The CBI had in May filed registered an FIR against 17 persons, including 10 employees of Sify Technologies Pvt Ltd, in connection with the leak of paper for the examination. |

4 | 4th BIMSTEC Summit: Member states to adopt Kathmandu Declaration soon | A MoU on establishment of BIMSTEC Grid Interconnection will also be signed. Foreign Secretary Vijay Gokhale has said that outcome of the summit is expected to set BIMSTEC on a firm institutional foundation with a very focused and reoriented directions for the future. On the sidelines of the summit Prime Minister Narendra Modi will have bilateral meetings with the leaders of Thailand, Myanmar and Bhutan. In the evening Mr. Modi will have talks with his Nepalese counterpart K.P. Sharma Oli. Our correspondent reports that both the Prime Ministers will also jointly inaugurate Nepal Bharat Maitri Pashupati Dharamshala in the famous Pashupatinath temple premises. The Maitri Dharamshala has been constructed with the Govt. of India's assistance of twenty crore Nepali rupees. The three-storey building has 82 rooms and around 400 beds. It also has a common kitchen, dinning hall, a library and hall for religious purposes. The building is equipped with water treatment plant and solar heater. The Dharamshala will cater to the needs of the devotees visiting Holy Pashupatinath temple for the pilgrimage. Situated in the heart of Kathmandu city the Dharamshala would be another milestone in strengthening age-oldd cultural and religious ties between India and Nepal. |

5 | Rupee hits 71-mark for first time ever, drops 26 paise against US dollar | The rupee slumped to a fresh record low of 71 against the dollar for the first time ever by falling 26 paise on persistent demand for the US currency amid rising crude prices. At the Interbank Foreign Exchange (Forex) market, the local currency opened lower at 70.95 a dollar and slipped further to hit its lifetime low of 71 from its previous close of 70.74. Forex dealers said besides robust month-end demand for the American currency from oil importers, dollar’s strength against its rival currencies on expectations of rising interest rates amid lingering Sino-US trade tensions, weighed on the domestic currency. On Thursday, the rupee slid further by 15 paise to close at a fresh lifetime low of 70.74 to the dollar due to strong demand for the greenback from oil importers and surging crude oil prices stoking inflation fears. Growing fears about rising inflation in amid high global crude oil prices and consistent outflow of foreign funds from the domestic equity market also weighed on the domestic currency. Benchmark Brent crude oil was at USD 78 a barrel in early Asian trade. Meanwhile, the BSE Sensex fell 78.64 points, or 0.20 per cent, to 38,611.46 points in opening trade. |

7 | Supreme Court stops monitoring 2002 Gujarat riot cases | The Supreme Court has disposed of a petition filed by the NHRC 15 years ago seeking transfer of the 2002 Gujarat riot cases outside the state, apart from other directions, on the grounds of faulty investigations. The petition had led to the 2008 order directing the formation of a Special Investigation Team (SIT) to probe nine major post-Godhra riot cases under the Supreme Court’s close supervision and monitoring. The latest order, issued on July 23, was received by the special riot court hearing the last of the nine cases — the Naroda Gam case — two weeks ago. It said the apex court would no longer monitor the cases, and asked the SIT to take them to their logical end. The order, which was accessed by The Indian Express, grants the special court time till October 16, 2018, to complete the Naroda Gam trial. Disposing of the 109-2003 petition, it stated, “After scanning through all the orders which have been passed from time to time, we feel that the purpose of this petition stands served and no further orders are required.” It added that “if at any time interference of this court is required, either party would be permitted to file IA (Interlocutory Application)”. |

9 | HRD Ministry launches 3rd edition of Smart India Hackathon | The third edition of Smart India Hackathon (SIH) 2019 was launched by the Minister for Human Resources Development, Prakash Javadekar, here on Wednesday. It is a product development competition, where problems are posed to students to come up with innovative solutions. “Students from IISc, IITs, NITs and AICTE/UGC approved institutions will compete to solve problems and offer technical solutions,” Javadekar said. He added: “This year we are expecting around 1,50,000 students from over 3,000 institutes to register for it. Those students, who want to be part of the initiative, can register for SIH 2019 from October.’’ Like last two years, SIH 2019 would also have two sub-editions - software edition (a 36-hour software product development competition) and hardware edition (a five-day-long hardware product development competition). 10 | Rupee hits fresh record low of 70.82, drops 23 paise against U.S. dollar | The rupee's fall against the dollar continued with the currency hitting fresh lows against the dollar for the second straight day. The currency which opened 70.57 a dollar on Thursday as compared to previous close of 70.59, slipped to 70.82 a dollar. The fall in the currency is attributed to month-end dollar demand by oil importers. On Wednesday, rupee touched a low of 70.65 a dollar. The rupee, the worst Asian currency this year, has depreciated over 9%. The currency was trading at 70.76 a dollar at 11.30 a.m. |
